ORIGIN AND AIMS

P.A.C.E., The Planetary Association for Clean Energy Inc., was founded in 1976 under the guidance of the Honourable Senator Chesley W. Carter, then chairperson man of the Canadian Senate Standing Committee on Health, Welfare and Science as well as a member of the Senate Special Committee on Science Policy. A number of concerned scientists started and developed an international collaborative network of advanced scientific thinking individuals and organizations.

In 1979, the Association became incorporated as a Canadian non-profit charitable organization with initial headquarters in Ottawa.

Its charter foresaw the role of facilitation of the discovery, research, development, demonstration and evaluation of "clean energy systems", defined as non-polluting, inexpensive systems of universal applicability which draw on natural supply. The original and ongoing goals of the Association include the stewarding the planning, co-ordination and implementation of clean energy systems on planetary, continental, regional, local and individual scales. Experience has enjoined the network to act responsibly by serving as a monitor and an alert system for emerging "unclean" systems not otherwise considered by other groups.

In 1980, the Association became a Learned Society and hosted its first sessions as such at the Universite du Quebec a Montreal (UQAM). Its Secretariats provides international contacts, linking researchers in specific areas of interdisciplinary study.

PACE has participated in the UN's Conference on Long-term Energy Technology and sponsored the First International Symposium on Non-conventional Energy Technology in 1981 in Toronto and the second such symposium in 1983 in Atlanta.

The Association is a recognized Consumer Organization and maintains a rapport as an NGO with the United Nations Environment Program (UNEP), and with the Geneva Centre for our Common Future (which consolidates the activities of the United Nations' recent World Commission on Environment and Development).

Its official publication, the Newsletter reaches some thousand readers in over fifty countries. Since 1981, books, proceedings, monographs and electronic media publications have been released to both general and specialist audiences.

ACCOMPLISHMENTS

* Since 1976, the Association (P.A.C.E.) with its headquarter in Ottawa, Canada has been identifying, peer-reviewing, demonstrating clean energy devices (theoretical and actual). This scientific and educational process has included the production of special monographs, periodicals, audio-visuals, demonstrations, books, specialist courses and learned gatherings.

[Sampling of systems which have been promoted: Tesla technologies (thermoelectrics, the magnifying transmitter/wireless transmission of electricity, radiant energy devices, bladeless pumps and turbines for geothermal applications, low-damping transformers, high-efficiency light bulbs); magnetic motors; a non-radioactive fusion system; homopolar generators; free-wheeling synchronous motor systems; advanced solar collectors; phonon-decomposition of water into hydrogen and oxygen; electrostatic/electronic heating and cooling system; inertial propulsion systems; flexible mirrors; structuring of fluidic material systems; and other clean energy systems]

* Learned documentations, including development of annotated databases on emerging energy science and technology, especially as related to scalar electromagnetics and zero-point energy (of the vacuum).

* Worlwide monitoring and documentation of problems associated with the psychobiological effects of low-level electromagnetic radiation, especially in the extreme low and very low frequency (ELF/VLF) spectra.

* Design, negociation and development of pragmatic waste recovery systems for such materials as newpapers, glass and tin (Ottawa) -- which has since been emulated through-out North America, and waste cellulosic fines from the pulp and paper industries for agricultural purposes.

* International peace and security studies in conjunction with such organizations as the University for Peace (Erazu, Costa Rica), the Disarmament Fund, External Affairs Canada.

* Stewardship and networking in bioenergetic medicine in conjunction with such institu-tions as Fetzer Institute (Kalamazoo, Michigan) and the World Research Foundation (Sherman Oaks, California) and other similar networks.

* Recognized by the United Nations and continued co-operation with the United Nations system (UNEP, UNITAR, WHO, UNDP, CSER, ASEAN, etc.).

* Organization of learned conferences in Ottawa, Montreal, Halifax, Vancouver, Hull, Winnipeg, Atlanta, Hannover, Einsiedeln, Amsterdam and Denver on such themes as clean energy science and technology, bioenergetics, biomass technologies.

* Research and documentation on problems associated with video display systems and other electromagnetic radiation sources, including the worldwide stewardship of appropriate remedial legal and technological measures. Specialized courses on the subject matter. Radiation and environmental survey services.

* Listed with the U.S. National Institute of Standards and Technology, the Canadian Centre for Occupational Health and Safety, and the American Association of Engineering Societies.
