What you are refering to when talking about a device that is put around
the waist is not negative ventilation but abdominal belt. This belt is
connected to a possitive pressure generator that in a rhytmic way push
the abdominal wall forcing the diaphragm to go up so helping expiration
and by releasing the pressure the diaphragm goes dowm passively, helping
inspiration. That needs to be used in an upright position like in a
wheelchair and it´s usually employed as a complement to other modes of
ventilation (for example, nasal mask ventilation during the night and
the neumobelt during the day).
