Today ADAPT received an Issue Brief from AHCA, the American Health Care
Association, the national lobbying organization for nursing homes and
other
institutions. It is titled: "HR2020: Medicaid Community Attendant
Services
Act: The Wrong Way for Medicaid." It describes AHCA's "strong
opposition to
HR2020", noting several reasons. One of those is that "It
(HR2020)creates a
dangerous precedent of using Medicaid money to cover nonmedical
services."
It finishes up with the following statement: "We have a better
alternative."
Their self-interest is clear: Maintaining the institutional bias and
perpetuating the profits their member's generate by keeping people with
disabilities incarcerated.
Along with that Issue Brief, ADAPT received a joint statement from NAOTD
(National Alliance OF The DisAbled, VOR (Voice of the Retarded), and
AHCA,
entitled "Personal Attendant Care Legislation Shared Principles: A
Consensus
Alternative to HR 2020" dated March 6, 1998. It is quite clear that
these
three organizations are mobilizing to KILL MiCASA.
Out of the myriad consumer groups across America, only two
self-identified
consumer groups (identified in the joint statement as groups
"representing
persons with disabilities"), to our knowledge have publicly announced
their
colloboration with AHCA.
