I am not familiar with Vencor but I can answer a few of your questions.
Some people can eat and drink fine with a vent and trach. Others may
aspirate their food and need feeding tubes. Most health care agencies do
not have respiratory therapists. Most vent/trach care is considered
skilled care, yet not all nurses are familiar with either vents or
trachs. You might be able to train someone. You would need to know how
to use an ambu bag in case of ventilator malfunction.
