I thought what follows might be of interest.

Oregon Single-payer Health Care Ballot Initiative for presentation
to voters in the November 2000. Present status - April 22, 1998

Summary

In the speech we give at house meetings we emphasize four important
requirements for universal single payer health care: SECURITY,
CHOICE, QUALITY, and AFFORDABILITY.

In writing a ballot initiative it is our intention to ensure that
the system has those characteristics.

To provide Security for every Oregonian there must be nothing that
prevents anyone for getting that service, e.g. copayments; under
this plan the same comprehensive benefits must be provided for each
and everyone; and it must be that no one will become bankrupt for needed
health care treatment.

For Choice, anyone must be able to obtain service from any willing
licensed practitioner.

To achieve Quality, preventative health care must be emphasized and
research must validate the outcomes of medical procedures to ensure
that treatments/procedures are those which best for the patient.

To achieve Affordability, the health care system must be
publically controlled without profit and private insurance
companies. Doing this eliminates so much paper work, bureaucracy,
overhead, and profit that the money saved will make it possible to
cover every Oregonian for the same amount of money now spent.

The intention of our initiative is to provide law that makes
SECURITY, CHOICE, QUALITY, and AFFORDABILITY available to every
Oregonian.
